If they were, they would have pocketed the concessions, made similar goodwill gestures in return, and tried to build trust - instead, they just try and take as much as they can through yet more violence. This is not the action of a group that cares one iota about the suffering of its own people and practical steps to ameliorate it - this is the action of unbending fanatics.
