Regarding international opinion – there is a limit to to these resolutions. What should be done is negotiate terms with Jordan that the Palestinian arabs will be sent BACK there, give the Jordanian government ridiculous compensation for their trouble, and coordinate the expulsion together with the Jordanian government. If Jordan rejects the plan, they get the Palestinians for free at gunpoint instead. "International opinion"? They loathe Israel anyway, and can go f-ck themselves as far as I'm concerned. None of them will do anything to Israel except a few nasty UN resolutions...big deal.
